AP 2019 Election for Regional Vice Chair
The Democrats Abroad Asia Pacific Region DPCA voting members and other leaders will meet at 8:00 a.m. (US EDT) on May 17, 2019, during the 2019 DPCA Global Meeting in Washington DC.
At the meeting we will, amongst other things, elect a Regional Vice Chair for a 2-year term of office from 2019-2021. The 2019 RVC Nominations and Elections Committee has been appointed and includes Nicholas Gordon (Hong Kong), Michael Ramos (Australia) and Christine Valverde (New Zealand).
As of close of nominations on midnight US EDT on Sunday March 31, 2019, these are the candidates standing for election.

For those who missed the period for nominations, don’t worry! We will be accepting nominations from the floor during the AP Regional Meeting on May 17th. Please write us at [email protected] beforehand if you are interested in being nominated from the floor.
The Regional Vice Chair will be elected by the Country Committees of the Asia-Pacific region, as represented by the Chair and/or Vice-Chair.
All DA members in AP are welcome to attend the regional meeting, but quorum for business purposes will be 50% of the eligible electors who register BEFOREHAND to attend (in person or by online participation).
For Electors:
Please be advised that no proxies will be permitted for the upcoming 2019 RVC election.
Although proxies have been permitted at regional meetings in the past,the International Counsel has written and the Executive Committee has approved DPCA Interpretive Ruling 2019-1, describing that the Charter does not provide for proxies at the regional level because regional electors are specifically spelled out in the Section 6 of the Charter. The reference to proxies in the Charter is specific to DPCA meetings.
Additionally, following the issuance of Interpretive Ruling 2019-2, the RVC, in consultation with the NEC, has determined that the AP regional meeting will be governed by Robert’s Rules of Order’s Convention Rules. Quorum will be determined by those electors who register for attendance as opposed to all eligible regional electors (Country Committee Chairs and Vice Chairs).
The RVC will circulate a registration form for the AP regional meeting no later than 08 April 2019.
Role of RVC
Section 6.3 Duties of Regional Vice Chairs
The Regional Vice Chairs shall, under the direction of the International Chair, promote cooperation among the Country Committees in the respective Regions and implement any regional programs or plans adopted by the Regional Committees, provided such programs or plans have been approved by the International Chair in consultation with the Executive Committee.
What this means in practical terms is that, when elected, the RVC has the following responsibilities:
1. Participate as one of the 8 voting members of the International Executive Committee (ExCom) with meetings held by conference call every week, and sometimes more frequently (avg call length: 1.5-3 hours). These calls are typically held during the day in Europe so that all 3 global regions can participate.
2. Organize and lead monthly regional calls (avg 1.5 hours) designed to encourage, inform, and create a sense of community amongst regional country committees. These calls are generally held in the evening of the first Wednesday of each month.
3. Act as liaison between the International ExCom and one or more of the DPCA committees, lending a hand to the committee chair and assuming chair responsibilities should that position not be filled.
4. Assist in organizing the yearly DPCA international meeting.
5. Work with existing country committees to mediate and resolve issues within their committees, including election issues, membership queries, etc.
6. Track compliance status of country committees with Charter requirements and work with emerging and out-of-compliance countries to help bring them into compliance.
7. Communicate ExCom decisions, policies, and DA best practices to the country committee leaders.
8. Bring regional issues to the International ExCom for discussion and resolution.
